This series contains the Dept. of Education's education lottery campaign files from 1983 to 1986. It documents the campaign of Commissioner of Education Ralph D. Turlington and the non-profit corporation, E.X.C.E.L. Education Excellence: An Education Lottery, to gain support for a Florida education lottery. It contains correspondence, campaign literature, and miscellaneous files maintained by Commissioner Turlington, as head of E.X.C.E.L.

Ralph D. Turlington was born in Gainesville, Florida, on October 5, 1920. He earned a Bachelor of Science degree in Business Administration from the University of Florida in 1942 and a Master's in Business Administration from Harvard University in 1943. After serving in the military during World War II, Turlington joined the faculty at the University of Florida, teaching for three years in the College of Business Administration.
